I am sorry to have kept this so long but I lent it to Bader for his comments and then it got buried on my desk.
It is difficult to make any worthwhile remarks since, although he seems to have understood the basic ideas of atomic structure, he goes completely off the rails when he starts developing his ideas in terms of circular magnets. Even here, however, there is perhaps some truth in what he says and his ideas are somewhat related to my own "theory" of Electron-Pair Repulsions.
I enclose a couple of reprints relating to these ideas that might interest you.
